1. 1 pound fingerling potatoes washed and scrubbed
2. 2 1/2 tablespoons plus 2 tablespoons olive oil
3. 1 1/2 tablespoons grainy mustard
4. 2 teaspoons mustard seeds
5. 2 teaspoons sherry vinegar
6. 2/3 small red onion thinly sliced
7. 2 ounces baby arugula
8. 2 teaspoons chopped chives
